For XBOX Live to work the Best you should either have a Router that supports XBOX Live (which means that its uPNP capable) - or use the concept of PORT FORWARDING - or PAT Port Address Translation.
What would you forward?
XBOX Live requires that UDP PORT 88 (Kerberos Protocol)
and
UDP 3074 and TCP 3074 are all reachable from the internet.
If you manually forward these ports to the XBOX IP address - then the BEST Firewall configuration will be set.
With a Netgear OR a Linksys - or similar HOME ROUTER - you will not likely be able to control how much bandwidth your laptop consumes - nor how much is reserved for the XBOX.
The lagging that is being experienced is most likely due to the Internet Connectivity at your location.
Or - it could be - if the laptop and the xbox are both using wireless connectivity that its not bandwidth related - but perhaps there is wireless interference of somekind in the area.
To check your upload and download speeds - I would reccomend using a free test at http://www.speedtest.net.
With nothing else running on the laptop though - this may not be a fair calculation of what is being used during the times that LAG is being experienced.
XBOX Live really only consumes about 8-32 Kbps from what I have noticed, but if the laptop is using the bandwidth available - or the buffers in the router - this could negatively impact the games being played.
What is really needed is a way to prefer the UDP 3074 traffic mainly over the other traffic on the connection to the ISP. Unfortunately traffic policing and advanced queueing is not generally available on small home network routers.
Something like a Cisco 871 wireless router would provide all the advanced settings you would need - but alas, they are WAY more expensive than a netGear.

you can download ';netlimiter'; which makes a list of all programs running, and shows you the bandwidth they are using (in bytes/second. i.e. 5000).
It can also limit them to use a certain amount only which is good if your brother is lagging on xbox live.
I use xbox live, but the thing is most games connect with players all around the world, so any form of surfing you do can really make him lag. In this case, it's down to your internet provider.
